Community and Neighbourhood Watch News - Issue 43 - March 2008

COMMUNITY BEAT OFFICERS
In A Division we are committed to working with you to identify and address local issues. Community Beat Officers (CBO's) play a vital role across Edinburgh. An extensive review of the role of these dedicated officers has just been completed. In the coming months I will implement a number of recommendations that will ensure officers are able to provide the best possible service to you.

These recommendations include ensuring officers are able to work flexible hours to meet the needs of the communities in which they work. CBO's will work with officers from the Neighbourhood Action Unit to establish 'Street Surgeries' where you can speak directly to Police Officers with local knowledge. Improved communication links will also be established including internet services so that you can contact your CBO more easily.

All CBO's will attend a training day on the 18th March where they will be given information and advice to fulfil their role and provide the best service to you.

Public Transport Liaison Officer – Bus/Car stoning incidents

Efforts are continuing to tackle crime and anti-social behaviour on public transport; however there has been a recent rise in youths throwing stones and other missiles at passing buses and vehicles throughout Edinburgh.

The Police and bus companies are committed to developing new crime initiatives to detect those youths responsible.

To date the Decoy Bus has been used in areas whereby buses have been stoned. This is a partnership initiative whereby a Route Manager drives the Decoy Bus into problematic areas with plain-clothes officers onboard. An unmarked police vehicle follows the bus with further plain-clothes officers onboard. Should any youths stone the Decoy Bus, the plain-clothes officers in the following vehicle are able to arrest the offenders.

Many of the youths responsible for throwing stones at passing vehicles may be perceive this as a prank, as they don’t appreciate the consequences of their actions. These crimes are extremely dangerous to both vehicular/pedestrian traffic. Your community can help with any information relating to these incidents by contacting the police:

Ward 10 - Meadows / Morningside

This is the March edition of your monthly newsletter.
There were 42 reported crimes in respect of your ward for the month of February 2008.

DOMESTIC HOUSEBREAKING

There were three housebreakings and one attempted housebreaking.

On the 2nd Feb, the premises at Polwarth Terrace were entered after a ground floor window was forced open. Cash and a briefcase were stolen.

On the 12th Feb a flat at Gilmore Place was entered by forcing the front door. A computer and an iPod were stolen.

On the 22nd Feb a flat at Montpelier Park was entered by forcing the front door lock. A laptop computer was stolen.

Also on the 22nd Feb an attempt was made to enter premises at Gillespie Crescent by forcing the front door. Entry was gained but a male was disturbed and he made good his escape.

BUSINESS HOUSEBREAKING

There were no attempted business housebreakings.

AUTO CRIME

On the 14th Feb an attempt was made to steal a Piaggio motor scooter by breaking the stearing lock. The lock held.

THEFT FROM VEHICLES

There was one attempted theft from a vehicle.

Between the 7th – 12th Feb a Fiat Punto was entered at Bruntsfield Gardens but nothing was stolen.

ARRESTS/ REPORTS

A 14 year old male was reported for eleven counts of graffiti within the Merchiston beat.
The particular ‘tag’ used by this youth was the word ‘DEAMS’. These crimes occurred at Forbes Road, Montpelier x 3, Admiral Terrace, Montpelier Park, Gilmore Place x 2, Leamington Terrace, Upper Gilmore Place and at Bruntsfield Place. He was also charged with numerous other counts of graffiti within the central area of Edinburgh.

A 12 year old female and a 13 year old female were reported for assault at Viewforth on the 5th Feb.

A 35 year old male was reported for a breach of the peace at Bruntsfield Place on the 6th Feb.

A 45 year old male was reported for an assault on police at Home Street on the 6th Feb.

A 20 year old male was reported for a breach of bail at Leamington Terrace on the 10th Feb.

An 18 year old male and a 20 year old male were reported for a breach of the peace at Home Street on the 17th Feb.

A 61 year old male was reported for an assault at Napier Road on the 27th Feb.

TAGGED INCIDENTS

During the month there were 150 incidents logged by the police in respect of your ward. Of these only 11 were graded 1, i.e. emergencies; 35 were Graded 2 i.e. not emergencies but should be responded to within one hour. The remainder were dealt with by the Community Beat Officer or patrol officers.

Inspector Richard Horan has taken over from Inspector Galbraith and is based at St Leonards Police Station.
